About this role

  • Review subcontract information following handover from procurement/estimating;
  • Procure and appraise quotes from potential subcontractors. Conduct negotiations of commercial terms and conditions with subcontractors;
  • Administer the execution of the subcontract and ensure compliance;
  • Assess/check accuracy and process subcontract progress payments. Issue appropriate recommendations for payment and administer same with the subcontractors;
  • Value, consider time implications and execute change orders and back charges;
  • Interact with engineering, construction and project controls departments to ensure compliance with terms and amendments of subcontract;
  • Prepare draft notice correspondence to subcontractors where non-compliance with the subcontract is observed;
  • Prepare subcontractor end liability forecasts and implement cost variance analysis;
  • Manage subcontract claims with the Commercial Director other designated authority;
  • Conduct final account review, process back charges. Ensure all documentation is received, deficiencies are addressed and close out subcontracts;
  • Provide oversight of the prime contract change management process to ensure the commercial position is optimized (e.g. ensuring all changes are captured and values optimized, ensuring change flows properly through the prime contract to client in a timely manner);
  • Responsible for providing claims identification, development and presentation, supporting the project team to achieve a favourable resolution;
  • In conjunction with the project controls team investigate causes of delays and loss/expense and the construction of recovery strategies and plans leading to appropriate compensation;
  • Supporting project management in the resolution of issues that impact the project’s commercial position;
  • Accountable and responsible for optimizing the commercial position while maintaining a strong relationship with its client and project partners.

About you


  • Degree in a related field, SCM related professional designation such as SCMP (Supply Chain Management Professional) and/or Engineering or Quantity Surveying;
  • Combination of education and relevant experience is preferred.


  • Minimum 5 years of experience in contract administration within pipeline construction contracts;
  • Previous experience in pipeline construction is required;
  • Royal Institute of Chartered Surveyors (RICS) preferred;
  • Professional Quantity Surveyor PQS Canadian Institute Quantity Surveyors (CIQS) preferred.

Skills and Knowledge

  • Advanced understanding of contractual and technical terms;
  • Comprehensive commercial awareness and the ability to read and understand construction documents including contracts, drawings, specifications, and subcontracts;
  • Understanding of Project Management theories, methodologies and industry practices;
  • Familiarity with relevant construction codes, standards, and practices;
  • Understanding of Contract Law and the legal principles related to contract drafting/interpretation;
  • Advanced understanding of fixed price construction projects and the ability to work within a fixed budget;
  • Advanced knowledge of contract(s) and ensure compliance;
  • Commercial, cost control, risk management and contract requirements awareness;
  • Excellent excel spreadsheet and word processing skills;
  • Excellent organization, documentation and planning skills;
  • Advanced planning and communication skills.
